Ms. Rania Dughman is a highly accomplished Senior Drainage Engineer with over 18 years of specialized experience in hydrology, hydraulics, and stormwater infrastructure design. She has played a key role in the successful delivery of complex transportation and infrastructure projects for state and local agencies including IDOT, ISTHA, INDOT, and TxDOT. Her work spans a broad spectrum—from storm sewer and culvert design to ditch grading, detention systems, pump station analysis, and major drainage studies.
She has served as the drainage lead on several high-profile IDOT and Tollway projects, including the I-80 at Des Plaines River and Center Street and Chicago Street Interchanges Projects, Phase I Location Drainage Study for the improvement along a 19-miles portion of I-55/I-72 in Springfield, IL, and drainage study for widening and reconstruction of IL 83 from IL 132 to IL 120 and IL 137 from IL 83 to Peterson Road, approximately 11 miles, in Lake County, Illinois
Rania is known for her deep technical expertise in hydraulic modeling and stormwater permitting, and for her ability to coordinate seamlessly with roadway, structural, and environmental teams to ensure integrated and efficient designs. She is well-versed in the latest FHWA and AASHTO guidelines and local drainage standards, and brings proficiency in software such as HY-8, HEC-RAS, HEC-HMS, SSA, SWMM, and OpenRoads.
In addition to her design leadership, Rania is frequently consulted for QA/QC reviews, regulatory submittals, and permitting strategies involving IEPA, USACE, and local municipalities. Her commitment to quality, technical precision, and responsiveness has earned the trust of both clients and colleagues, making her an indispensable asset to HBM’s multidisciplinary project delivery team.
