Joseph Glennon, PE

Joseph Glennon plays a pivotal role as the Lead Civil Engineer at HBM Engineering, where he oversees the professional engineering services for transportation and highway improvement projects. His responsibilities encompass the management of projects at the local, county, and state levels, from inception to completion.

With a wealth of experience in civil engineering, Mr. Glennon has been involved in various transportation and highway improvement projects. His expertise spans design management, project management, quality control and assurance, roadway design, and reconstruction. He’s skilled in creating PS&E plans, ensuring compliance with ADA requirements, developing construction phasing plans, and providing precise cost estimates and specifications. Additionally, Mr. Glennon brings his proficiency in structural design, erosion control design, hydraulic analysis and design, sewer line, storm drain, and water main design, as well as retaining wall design to the table. He’s also well-versed in guardrail and safety barrier design, permit coordination, signing and striping design, light rail, retention and detention pond design, scour analysis, and more.

Before joining HBM Engineering Group, Joseph Glennon served as a Project Manager in Lochner’s Midwest region, where he worked on a diverse range of transportation projects, encompassing both design and construction inspection. His multi-disciplinary design background, which includes bridges, roadways, drainage, street lighting, and utilities, equips him with a comprehensive understanding of engineering.

Throughout his career, Mr. Glennon has managed numerous projects for Illinois Department of Transportation (IDOT), Illinois Tollway (ISTHA), Chicago Transit Authority (CTA), and the Chicago Department of Transportation (CDOT). His primary focus has been on Phase I and II design, along with providing Phase III engineering support for contractors. His responsibilities include preparing scope of work, cost proposals, budget management, supervision of personnel and subconsultants, client coordination, and maintaining a high level of quality assurance. Moreover, he actively participates in various aspects of design, with a particular emphasis on bridge structures.

Joseph Glennon has managed several complex, high-profile design projects. Notable among them is the design of IDOT District 1’s first modern 5-legged roundabout at Cumberland Circle in the City of Des Plaines; Chicago’s first tied-arch bridge to replace the existing structure carrying N. Halsted Street over the Chicago River’s North Branch Canal. His work also included the time-sensitive design of a new entrance ramp at the highly urbanized Chicago Skyway/84th Street interchange and the design of complex utility support structures to enable the connection of two downtown subway lines at Block 37 under live vehicle traffic. Currently, he serves as the project manager for the structure and pavement rehabilitation of Tollway IL 390 from Lake St to I-290.
