Project Overview

Description

HBM provided multidisciplinary engineering services for the reconstruction and rehabilitation of the IL 38 interchange with I-39 east of Rochelle, Illinois. The project limits extended from Dement Road to approximately 0.5 miles west of Mulford Road and included improvements to the interchange, IL 38 roadway, drainage facilities, culverts, signing, pavement markings, and associated transportation infrastructure. Developed to address existing structural conditions, improve interchange and roadway geometrics, accommodate projected traffic demand, and enhance safety, the project centered on the team's completed Phase I design report and plans for converting the IL 38/I-39 cloverleaf interchange into a diverging diamond interchange (DDI).

• ›Phase I: evaluation of existing bridge and culvert conditions, including a Culvert Condition Report for SN 071-1196
• ›Phase I: interchange and roadway geometric studies — widening, turn lanes, and profile modifications
• ›Phase I: drainage and hydraulic evaluations with development of culvert improvement alternatives
• ›Phase I: TSL drawings, pavement design, geotechnical investigations, and soil/ground-condition evaluations
• ›Phase I: utility coordination, environmental coordination, ADA/bicycle/pedestrian accommodation evaluations, and preliminary cost estimates
• ›Phase II: pavement marking plans, signing removal plans, sign panel design, and sign elevation plans
• ›Phase II: structural design and contract plans for the culvert repair and extension of SN 071-1196
• ›Phase II: structural design and detailing of sign structures, with schedules of quantities and supporting contract documentation
